The Maryland-National Capitol Park and Planning Commission, Prince George’s County Department of Parks and Recreation- Northern Region Parks Division seeks a highly motivated, organized, and professional Athletic Field Nutrient Management Specialist to oversee agronomic cultural practices on a diverse portfolio of athletic fields in Prince George’s County.

The Maryland-National Capitol Park and Planning Commission, Prince George’s County Department of Parks & Recreation, is responsible for planning, supervising, coordinating, and maintaining all park/recreation facilities and services in Prince George’s County, Maryland. The Northern Region Parks Division is responsible for these duties in the northern half of Prince George’s County and is composed of nine major work programs: Trades, Custodial Services, Program Support, Playgrounds, Trash and Recycling, Trails, Area Maintenance, Athletic Field Maintenance, and Athletic Field Renovation.

The incumbent will be responsible for applying a full knowledge of agronomic and nutrient management practices to natural grass and synthetic athletic fields throughout Prince George’s County. The incumbent will work with various Department Divisions and contractors to complete athletic field agronomic practices. The incumbent must know various types of pesticides, nutrients, and turfgrass agronomic equipment and the ability to instruct staff on its use and maintenance. The incumbent will plan, schedule, assign work to teams, order materials, and plan and oversee contractual services performed on athletic fields. An Associate’s or Bachelor’s degree in turfgrass management, applied agriculture, horticulture, or related field and four (4) years of progressively responsible professional experience in turf management and/or athletic field construction/renovation or closely related field is preferred. An MD State Pesticide and fertilizer applicator’s license must be obtained within six (6) months of employment.

Work Hours are 5:45 am – 2:30 pm

Examples of Important Duties

  • Plans, develops, oversees, and coordinates maintenance programs for athletic fields and turf areas. Defines goals and objectives and sets standards. Reviews and approves athletic field management programs.
  • Provides technical assistance on agronomic and soil conservation issues. Furnishes professional analysis and advice with the coordination of diverse professional staff. Provides policy advice on various issues, procedures, and programs.
  • Works with architects on athletic field design projects. Coordinates major land renovation and soil stabilization projects with other Commission units and government agencies.
  • May direct and supervise staff. Plans, schedules, and assigns work. Evaluates work and counsels staff on ways to improve performance. Selects and trains staff. Initiates disciplinary action. Approve timecards and leave requests.
  • Design bid specifications and requests for proposals (RFPs) for fertilizers, soil amendments, contract seeding, sodding, soil stabilization, and soil conservation projects. Evaluates bids. Inspects work of contractors. Approves payments.
  • Conduct important agronomy, soil science, and athletic field management research. Reviews technical literature, conducts surveys, and exchanges information with other organizations.
  • Attend professional conferences to identify new programs, methods, and materials that might be useful to the Division.
  • Meets with citizens, community groups, recreation councils, sports leagues, Board of Education, County Council, and other government agencies to identify needs, plan programs, and answer questions about agronomic, soil conservation, and athletic field programs. Investigates complaints.
  • Prepares work program budget requests. Prepares and coordinates annual budget requests for the work program.
  • Performs on-site field inspections and project management, requiring advanced knowledge of specialized machinery and techniques.
  • Ability to adhere to and document Integrated Pest Management (IPM) and Best Management Practices (BMP) policies and make information-based decisions for pest pressures.
  • Skilled with specialized sports turf equipment with complex operations to improve soil health, turfgrass quality, and safety of the fields.
  • Proficient with technology, including Microsoft Office, video editing, and virtual conferencing.

Project Management:

  • Review plans and specifications to determine athletic field projects.
  • Coordinates a team of career staff to oversee maintenance, nutrient, and pesticide applications on athletic fields.
  • Make recommendations for improvements in proposed engineering plans. Meet with architects and engineers to discuss athletic field projects.
  • Review technical literature, meet with vendors, exchange information with other government representatives, and attend conferences to identify new program methods and equipment.
  • Forecast job requirements to determine the work program material, equipment, and training needs.

Human Resources

  • Assists with planning, scheduling, and assigning tasks to park staff, including temporary employees and volunteers.
  • Assists in preparing performance ratings and counsels and coaches employees for performance improvement. Assist in recruiting, selecting, and training designated staff.
  • Participates in employee evaluations and counseling. Document employee accidents and injuries.

Budget

  • Assists with developing an annual budget request for assigned work program.
  • Monitor and control expenditures and revenues within the approved budget.
  • Identify needed equipment, materials, and supplies and determine the best products to fill those needs.
  • Monitor the work of contractors. Recommends approval for payments to vendors and contractors.

Administrative

  • Prepare, initiate, review, and maintain records such as expenditures, timecards, and pesticide and fertilizer applications.
  • Write administrative reports, budget and expenditure reports, and work reports.

Minimum Qualifications

1. Bachelor’s degree in agronomy, turf grass science, or related field, or five years of relevant and increasingly responsible agronomic experience, or master’s degree and three years of such experience which involved supervision or management of other people; or

2. An equivalent combination of education and experience.

3. Valid Maryland driver’s license or ability to acquire one.

4. State pesticide certification within six months.

Supplemental Information

Classification/Specification: Agronomist

Preferred Qualifications:

  • Four (4) years of experience in athletic field maintenance, turfgrass maintenance, nutrient management, and/or athletic field construction/renovation.
  • Associate’s or Bachelor’s Degree in Turfgrass Management, Agronomy, Golf Course Management, or related field.
  • Ability and knowledge to develop, revise, and amend athletic field construction specifications and communicate through inter/intra agency channels. This includes communication for contract specification adherence both to contractors and supervisors for successful project completion.
  • Maryland Pesticide License in 3C Turf and Maryland Professional Fertilizer Applicators Certification.
  • Advanced computer software knowledge in Microsoft Office Suite

PHYSICAL REQUIREMENTS: Sitting, standing, walking, climbing off and on equipment, squatting/kneeling, reaching, grasping, pushing/pulling, twisting/bending, lifting/carrying up to 50 lbs. multiple times per shift, talking, hearing, and seeing.

WORKING CONDITIONS: Splits time between office and in the field. May work scheduled weekends, evenings, and holidays. Exposed to weather, dirt, waste, odors, and hazardous chemicals and pesticides.

WORKING PRECAUTIONS: Employee must take necessary precautions due to the nature of the equipment they are working on and the outside elements subjected to, to protect themselves and those around them of the hazards associated with this type of work.
